This is a small soft PVC washer. These can be used for experimenting with how you mount your plate (e.g. between case and plate or screw head and PCB on a top mount board).

We find that these smalls things can really make a big difference in sound an the stiffness of your keyboard.

Please be aware that you might need a longer screw for this to work.
